- Administrative appeal procedures are aimed at helping citizens who have had their rights illegally infringed by administrative agencies. Administrative appeal can be filed when citizens have experienced damage due to illegal or unjust dispositions or omission by administrative agencies.
- The term "disposition" means an exercise of public power, the refusal of such exercise, or any other equivalent administrative action, which is the execution of laws with respect to specific facts conducted by administrative agencies;
- The term "omission" means an administrative agency’s failure to make a certain disposition concerning a request made by the party concerned even though it is legally obliged to do so within a reasonable period.
